An apparent lack of progress supplemented by lack of collaboration and inability to pay for project related recovery costs has urged Coalition members to petition FERC to cancel two preliminary permits in Oregon.
The proposed projects are: Two Girls Creek Hydroelectric Project (P-14145), with a 5MW capacity, to be located on Two Girls Creek near the city of Sweet Home in Linn County, Oregon and would occupy lands within the Willamette National Forest, and the Whitewater Creek Hydroelectric Project (P-14383), with a 11MW capacity, to be located on Whitewater and Russell Creeks near Idanha in Marion and Linn Counties, Oregon.
Coalition members claim that the applicant has failed to meet requirements associated with Commission’s consultation and study plan development process. In addition, the applicant lacks resources necessary to pay for any recommended mitigation and enhancement measures – let alone the costs of a license application, project construction, and maintenance over a license term.
The Commission and other agencies, including the Forest Service, have repeatedly called out the proponent for submitting inadequate information and for their failure to conduct agreed-to collaborative work group meetings.
