On April 1, 2015, FERC issued a new license for the 108.6 MW Yadkin-Pee Dee hydroelectric project in North Carolina. The project has been operating with an annual license since the license expired in 2008.
As part of the license condition and settlement agreement, Duke Energy will provide upstream and downstream passage facilities for American shad at Blewett Falls, volitional upstream American shad passage facilities by 2025 and other measures for improving fish passage. However, Coalition member American Rivers and the City of Rockingham, who have been participating in the licensing process, have pointed out the deficiencies in the Biological Opinion prepared by the National Marine Fisheries Service for the project. FERC claimed that the issue raised by American Rivers and the City of Rockingham cannot be addressed by FERC.
The new license is valid for 40 years.
