The Green Island hydropower project is located on the west end of the Federal Dam, the first dam on the Hudson River in New York, five miles north of Albany. The Federal Dam is owned and operated by the USACE while the project is operated by Green Island Power Authority (GIPA). In its renewed license in 2012, GIPA was authorized to modify the dam and the powerhouse and increase the capacity from 6 MW to 48 MW.
Existing hydropower facilities consist of: (1) 2-foot-high, pneumatically operated flashboards on the Corps’ main spillway that maintain a 700-acre impoundment with a normal water surface elevation of 16.33 feet msl;11 (2) a forebay leading to a powerhouse located at the west end of Troy Dam containing four 1.5-MW generating units with a total installed capacity of 6.0 MW; and (3) a 140-foot-long, 13.8-kilovolt (kV) transmission line. The project bypasses a 750-foot-long section of the Hudson River.
