The project is located on Cooper Lake, Cooper Creek, and Kenai Lake, near the community of Cooper Landing in south-central Alaska.

Project operations currently divert all flow from Cooper Lake through the tunnel/penstock to the project powerhouse, where it is discharged into Kenai Lake. The4.8-mile-long Cooper Creek bypassed reach below the Cooper Lake dam receives no flow.

A settlement agreement that details provisions for operation of project, and resource protection measures among other things, was signed by various stakeholders in 2005.
