The project is located at the Lock and Dam No. 6 on the Oswego River, in Oswego County, New York, 1.8 miles from its mouth at Lake Ontario.
The existing project facilities consist of a 35-foot-high, 500-foot-long dam with 10-inch-high flashboards, an existing navigation lock, an impoundment with a surface area of 240 acres and a storage capacity of 3,927 acre-feet, a forebay headgate structure, and a powerhouse containing four vertical propeller turbine-generator units with a combined rated capacity of 7,600 kW.
