The Henry M. Jackson Hydroelectric Project began operations in 1984 and is located in the Sultan River Basin. The project is colicensed by Snohomish PUD and the City of Everett. As part of the relicensing process studies are currently underway to assess the impacts of the project on fishery and recreational resources.
The Skykomish River is a tributary of the Snohomish River, which empties into the Puget Sound. These systems support several species of fish– including federally protected populations of steelhead and salmon.
Background
- Project began operations in 1984 and is located in the Sultan River Basin.
- The original license issued June 16, 1961, expired on May 31, 2011.
- The project is located on the Sultan River, 20 miles east of the City of Everett, Washington, in Snohomish County.
- The project occupies 10.9 acres of the Mount Baker-Snoqualmie National Forest administered by the U.S. Forest Service (Forest Service).
- Coalition members American Whitewater and Trout Unlimited participated in license proceeding, including settlement.
- Coalition members and other stakeholders signed a 2009 settlement.
- FERC issued a 45-year license for the project in September 2011.
Project Facilities
- Culmback dam is an earthen fill dam 640-foot-long, 25-foot-wide, and 262-foot-high located at river mile 16.5. The dam impounds Spada Lake, an approximately 1,908-acre reservoir with a storage capacity of 153,260 acre-feet.
- The powerhouse is a two-story concrete structure that contains four turbine-generating units with a total installed capacity of 111.8 MW.
River Mile Improvements
- 16 miles on the Sultan River in Washington.
- The new license includes provisions requiring restored flows (channel maintenance, channel process, and channel forming flows), habitat improvements, recreational access, restoration and enhancement of fishery resources in those 16 miles.
